Yes, you can, but you are limited to an OCB or an ODB chart file type when opening a Chart for Formatting only.
In Versions 7 and later, is a feature that allows you to open and quickly format without seeing or loading all of the records in your chart file.

• Open OrgPublisher
• In the dialog box, check the box to allow:  "Open chart for formatting only"
• This will open the Chart without data records so you can quickly format the boxes without waiting for records to update
• All formatting will be saved, but no data edits/changes can be made
• Note: All formatting is saved in the Chartname.OTM file
